I would like to create a website specializing in library music. On this site, there will be new compositions made by composers from my country, Brazil, and compositions recorded for many decades. These old compositions will be taken from non-library and library music albuns, but for that, I will need to get authorization from the companies that own these compositions. What do you think?

Plan on having several thousand dollars to invest in this part alone. The "authorization" (aka licence rights) will cost you roughly about a grand per tune when dealing with any major libraries and/or labels in or from any country. Brazil is no exception.

The only way you could get off cheap with little to no major investment in this would be to gather super rare material that the composers themselves own all copyrights and sound recording rights on and make a commission split deal with them personally as a business.
