Pretty rare for a track like this to be featured on SpongeBob when this Season 2 episode was produced in 2000.

How did the music editor Nicolas Carr used this track originally released from a France based Editions Montparnasse 2000 record.

APM Music and TRF Music were the library companies he can find great library music from.

Is this a rhetorical question?

MP 2000 was one of France's biggest library labels, with international distribution. I know they were distributed in Canada, and they surely had a US distributor as well.

Yes, it was distributed in Canada by The Music People (they still distributed the label in this country by 2006): http://web.archive.org/web/19990901022757/http://www.musicpeople.net/librari.htm

In the US, it was distributed by TRF Music since at least 1991: https://www.americanradiohistory.com/Archive-Broadcast-Engineering/BE/90s/BE-1991-03.pdf (page 204 of the PDF file) Unfortunately, I can't find on which MP 2000 CD "Reflection on Honolulu" was reissued (for sure I know, it's not on CDs MP 205 and 208, since they're the only ones documented on Discogs).
