Non-library music used as library music

What are the rules concerning classical music that's been used as library music? In this case in Dr Who.

This stuff has never been released on CD or officially digitised, as far as I can tell. Am I breaking the rules to put in a request & see if anyone has it?

No, I don’t think so.  There is often a library music link as labels like Chappell had runs of classical releases and some of the pieces used may be from library sources after all.
